Job Description:
The 10th Judicial District Court has another opportunity for counsel to provide legal services to indigent parents and children within Child in Need of Care cases under the County financed “contract system.
”

Please note – This opening is for a “full contract” as described herein, paying $44,000 annually.
Full contracts are intended to approximate a half-time law practice.
The Courts will attempt to monitor how much time attorneys spend on these cases, but this oversight is dependent on attorneys actually reporting their estimated time.
Job Requirements:
The contracts are for two years in length, beginning March 1, with half of the contracts turning over each year.
A random one-half of the original contracts were renewed after one year so that not all contracts will be up for renewal at the same time in the future.
Attorneys are independent contractors, subject only to Supreme Court Rule 226, the Rules Relating to Discipline of Attorneys, and Supreme Court Rule 110A relating to Guardian ad Litems.
The two GALs assigned to the truancy docket provide coverage for each other on an as needed basis.
Appeals are compensated at a flat fee rate of $1,900.
Requests for additional compensation under exceptional circumstances may be made by motion, to be reviewed by a District Court judge who is not being appealed.
The contract trial attorney must protect a litigant’s right to appeal even if he/she does not plan to handle the appeal.
However, if the contract attorney does handle the appeal, it will be considered part of that attorney’s private practice.
A contract attorney may refer an appeal to other counsel, or request that the court appoint other counsel.
The contract attorneys will be selected by a systematic process administered by the Chief Judge, Judge Ashford, Judge Schoenig, Judge Sloan, and the Court Administrator Laura Brewer.
The goal is to maintain a diverse group of attorneys in terms of background, perspectives, and styles.
Overall legal/professional qualifications will be emphasized.
Extensive experience or background in CINC representation is not required, although obviously helpful.

Interviews are possible for the attorney positions.
The courts reserve the right to modify or adjust any of the terms of the attorney contracts at the expiration of each group of contracts and offer different terms going forward.
JOB REQUIREMENTS
The undersigned attorney hereby represents and contractually agrees, if selected:
That he or she will accept appointments from the 10th Judicial District Courts for legal representation of children or indigent parents subject to actions under the Kansas Code for Care of Children.
That he or she will be subject to and abide by Supreme Court Rule 226, the Rules Relating to Discipline of Attorneys and Supreme Court Rule 110A relating to Guardian ad litem’s.
That he or she has not been disciplined by the Disciplinary Administrator or Kansas Supreme Court within the past 5 years and does not have any disciplinary complaints or investigations pending, except as described in an addendum to the attached resume.
That he or she does, or will, carry professional liability insurance with minimum coverage of $100,000 per claim and will provide proof of such coverage to the Supreme Court attorney registration department and the 10th Judicial District Courts.
