and all scheduled court nights.
Court is typically held on the 2nd and 4th Tuesdays of each month, with variations in May, November and December.
Court dates are scheduled a year in advance for convenience.
Must also be available by phone as needed for questions related to court.
*JOB SUMMARY:* This position performs responsible administrative and managerial duties in connection with the operation of the Municipal Court.
The position is under the general supervision of the Municipal Judge on matters pertaining to the Court and the City Manager for administrative responsibilities.
Responsible for overseeing the compilation of various financial reports, handling and depositing of all court monies, administering disposition for all court records and reconciling all daily payments/bonds and court dockets.
The position occasionally requires decisions for which there are no clearly defined or established policies or procedures.
The Court Administrator may be exposed to information of a confidential or sensitive nature and is required to maintain the confidentiality of such information and to disclose such information only to authorized persons.
Work requires familiarity with office equipment and file management, as well as excellent keyboarding, organization and customer service skills.
The position deals with the general public on a daily basis and requires courtesy, tact and diplomacy.
*MINIMUM QUALIFICATIONS:* 1.
High school diploma or equivalent.
2.
Ability to type 35 words per minute.
3.
Must be twenty-one (21) years of age, possess the qualifications to be bonded, and to be commissioned as a Notary Public.
4.
Must be able to pass a background check.
5.
Must be able to pass a drug screening test.
6.
Ability to work effectively with others to achieve personal, team, department and Citywide goals.

) 1.
Participate in policy development for the court including planning, developing, modifying, implementing, maintaining, and interpreting court administrative procedures, policies, and systems as needed for efficient operation of the court.
2.
Assigns work and supervises data and court record entry by the court clerks to insure that items are prioritized and completed accurately, in a timely manner, and that problems and concerns associated with their functions are resolved fairly.
3.
Directs and coordinates the review of all summons and traffic citations issued through the Municipal Court to ensure their accuracy.
4.
Directs and coordinates the data entry function to the Court's automated docketing system.
5.
Supervise the collection of fines and costs through the Traffic Violations Bureau.
6.
Reviews all incoming records and reports to insure all appropriate information is provided in order to insure the record can be processed accurately.
Follows up on all incomplete reports to assure that the appropriate personnel provide the needed information.
7.
Maintain appropriate records of the Court's fiscal activities.
8.
Compiles and distributes monthly reports indicating the activity of the Court's bond account.
Receipts and tracks all bonds posted, and prepares monthly reports on the status of bonds.
9.
Compiles and distributes monthly reports of the Court's cases and dispositions, fines, costs, training fees, Crime Victim's Compensation, and other authorized fees and costs.
10.
Attends scheduled court dates to supervise and assist in the collection of fines, updating of defendant's records to indicate court actions, writing out bond checks, and recording dispositions.
11.
Issue warrants, summonses, letters, and bond forfeiture notices as directed by the Court.
12.
Track all probation cases, prepare all revocation hearing orders and violation reports.
13.
Functions as the liaison between the Municipal Court Judge, the Municipal Prosecuting Attorney, and the Police Department.
14.
Establishes and maintains a system to audit the assignment and disposition of Missouri Uniform Complaint and Summons books and municipal parking citations.
15.
Causes investigations to be made of complaints relating to the operation of the Court's function.
16.
Analyzes and reviews Appellate Court decisions and legislative acts which affect court operations.
17.
Certifies court records and testifies in court as required.
18.
Assists in providing training for employees.
19.
Attends conferences, seminars, workshops, and other training as necessary for professional development.
20.
Directs and coordinates, on a daily basis, the Municipal Court's responses to requests for court related information from attorneys, defendants, and the public.
21.
Directs and coordinates the review of all incoming written correspondence on a daily basis.
22.
Directs and coordinates the filing of all traffic citations.
23.
Ensures the Municipal Court dockets are prepared and maintained.
24.
Signs commitment papers for confinement of prisoners.
25.
Answer questions from the public regarding pending cases and court procedures.
26.
As required, performs data entry in the court computer system.
27.
Prepares and maintains a court record retention program for the Municipal Court in compliance with Supreme Court Rule 8.
Prepares necessary forms for Municipal Court Judge, and the Presiding Judge of Clay County for the destruction of records.
Oversees the actual destruction of these records.
28.
Act in an on-call capacity on weekends, evenings, and holidays for court related matters as they pertain to the Municipal Court.
29.
Perform work and other duties as required and assigned.

*DESIRABLE KNOWLEDGE, SKILLS, AND ABILITIES:* 1.
Considerable knowledge of modern office management principles and practices including principles of business letter writing, English language usage, spelling, grammar and punctuation, principles and procedures of bookkeeping and record keeping.
2.
Considerable knowledge of the Revised Missouri Statues and City Ordinances, and the ability to explain them to the general public.
3.
Ability to perform complex clerical work requiring the exercise of independent judgment.
Ability to keep accurate records of court cases, fines, and bond money, and to organize and schedule a court docket.
4.
Knowledge of Municipal Court procedures and legal requirements of docket preparation and disposition of cases.
5.
General knowledge of the operations of the Police Department.
*WORKING CONDITIONS:* Work is generally performed indoors in standard office environment with an occasional requirement of lifting heavy objects (e.
g.
, supplies, records, etc.
).
In addition to standard office environment, the incumbent may have: 1.
Exposure to firearms.

Exposure to potentially violent or emotionally distraught persons.

Exposure to life-threatening situations.

*CAUSE FOR REMOVAL:* The incumbent may be removed with or without personal fault.
Economic conditions that cause reductions in work force, the member’s inability to attend regularly to work, and a failure to perform competently on any of the essential functions of the position or consistently failing to perform competently on regular duties and tasks are among the major reasons for job removal without fault.
Failures to uphold the mission of the Department, committing gross acts of disloyalty, and not complying with preconditions for original employment are major reasons for termination with fault.
Requiring excessive amounts of supervisory counseling and/or remedial training are among the major reasons for termination with or without fault.
