Job Description We are accepting resumes for Program Delivery Management (PDMG) positions to perform the tasks listed above in the Project Overview.
PDMGs include both Project and Construction Managers.
The positions will be embedded within FEMA to provide technical assistance that may include: Collect, coordinate and/or review applicant data to determine eligibility and priority of assignments to include but not limited to audits for completeness, reviews information gathered during the Preliminary Damage Assessment (PDA) for assigned applicants, completes exploratory calls to gather information from applicants, and understands each applicants’ projects and recovery priorities.
Support the communication process with the applicant about their status by scheduling regular meetings, tracking and following up with the applicants on FEMA’s requests.
Coordinate transmittal of documents through FEMA’s Consolidated Resource Centers utilizing a web-based tool, schedules site inspections with the applicants and Site Inspector Task Force Leader and identifies when technical expertise may be needed throughout the program delivery process.
Support the claims process by reviewing and validating damage details, scopes of work, and costs with the applicant.
Participate in regular FEMA meetings by providing updates on work status and may evaluate claims and make recommendations to FEMA as to whether the claim is eligible.
Assist with the development of the Determination Memo and communicating final determinations to the applicants during close out.
Conduct an exit briefing with the applicant.
Coordinate and complete basic to moderately complex site inspections to validate and record damage to assist in the FEMA Public Assistance grant delivery process.
All PDMGs will use FEMA’s Grants Manager system.
FEMA’s Grants Manager system is used to assign and track actions throughout PA project development, and to collect all PA project-related information and documents, including correspondence.
If selected the role would initially be a part-time, casual position and would become full-time upon task order awards.
Qualifications Minimum Requirements Due to the nature of the work, must be a US Citizen with the ability to obtain and maintain DHS Public Trust clearance.
Bachelor’s degree in Construction, or Engineering field with 4 years of related technical experience or demonstrated equivalency of experience and/or education.
Must have the technical knowledge base and experience in the discipline’s standard concepts, principles and techniques as well as in the design and/or construction of public infrastructure.
Valuable skill types and experience include project managers and construction managers.
Experience with Microsoft Office (Outlook, Teams, Excel, and Word), Adobe Acrobat, Google Earth (file conversion and import/export ability required), and smartphone.
Must be able to commit to travel assignments for up to 1 year in duration.
Trips home to your residence are reimbursed and allowed every 30-45 days, depending on task order specifics.
Must have a valid driver’s license, as a condition of employment, pass AECOM's motor vehicle records review.

Prior FEMA PA and/or CRC experience preferred, but not required, including experience with and understanding of FEMA’s PA Program and Policy Guide (PAPPG), the Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, Sandy Recovery Improvement Act (SRIA) Legislation, PA grant documentation review or project development experience, validating PA grant documentation, and developing or reviewing damage descriptions and dimensions, scopes of work, and cost estimates for PA grant applications.
Experience using FEMA Grants Manager.
Current DHS Public Trust clearance/badge.
Effective written and verbal communication skills with attention to detail.
Experience providing excellent customer service.
Strong observational, decision-making, analytical, critical thinking, organizational, and problem-solving skills with the ability to synthesize and present key disaster recovery issues and progress to resolution.
Flexible work style with the ability to immediately adapt to changing priorities.
Able to work independently, in a team environment, and under stressful conditions with tight deadlines, and able to handle tense situations diplomatically.
Demonstrated behavior of flexibility, adaptability, and professionalism.
